A native of Clarksdale, Mississippi, Dr. Collins began his academic journey in the Clarksdale Public School System before earning an Associate of Arts in Business Administration from Coahoma Junior College Administration where he was the vice-president of the FBLA-Collegiate chapter (formerly known as Phi Beta Lambda). His further post-secondary education includes a Bachelor of Business Administration from LeMoyne-Owen College, a Master of Religious Arts in Christian Education and a Doctorate of Religious Arts in Christian Counseling from Jacksonville Theological Seminary. He also pursued further graduate studies toward an MBA at Belhaven University and Gardner-Webb University. He is also a Fellow of the Aspen Institute’s Workforce Development Academy (2025) and a Fellow of the Chapel Hill–Carrboro Leadership Academy (2023). He is a proud member of Phi Beta Sigma Fraternity, Inc., and an active participant in the North Carolina Employment Training Association (NCETA), National Association of Workforce Development Professionals (NAWDP), and the North Carolina Work-Based Learning Association (NCWBLA).

In 2009, Dr. Collins founded H4U2 Consulting LLC, now rebranded as OuttaDNorman Solutions LLC, a consultancy focused on motivational speaking, workforce development, and holistic empowerment. He has published several books, included “Let’s Get Ready for Work” which focuses on the development of soft skills.

Dr. Collins bring a wealth of experience and skill as result of his broad career which includes pastoral leadership and counseling, secondary and post-secondary education, mental health administration, and workforce development. He currently serves as the Director of Apprenticeship at Durham Technical Community College in Durham, North Carolina, where he helps bridge education and industry through innovative apprenticeship and work-based learning programs. He has served as an FBLA Collegiate adviser for 3 years.

As a proud father and grandfather, he enjoys spending quality time with family as well as baking, cooking, bowling, traveling and writing. “I am committed to fostering a culture of excellence, integrity, accountability, and inclusion where every student is encouraged to discover their strengths, pursue continuous growth, and contribute meaningfully to the organization and society. Through collaboration, experiential learning, and servant leadership, I strive to help students become confident professionals, ethical leaders, and lifelong learners prepared to excel in an ever-changing global workforce."
